Educational Opportunity Program: Eligibility, Application & Requirements
As a public university, we are committed to providing opportunity to talented students regardless of their background. Working through the New York State Educational Opportunity Program (EOP), Binghamton University provides special support services for in-state students from educationally and economically disadvantaged circumstances. Applicants must meet both the income guidelines set forth by the Office of Opportunity Program(OOP) and the assets guidelines set forth by Binghamton University. This program includes financial assistance, tutoring and counseling, special coursework and other services on campus. Binghamton's EOP has an outstanding track record helping students reach their potential. Recent EOP seniors have been accepted for graduate and professional study by Harvard, Vanderbilt, NYU, Fordham, Boston University and others.
Freshmen
EOP freshmen are admitted only for the fall semester. To be eligible, an applicant must meet both academic and economic criteria. If a student is not eligible for EOP, the application will be automatically switched into the regular admissions applicant pool.
Because there are a limited number of spaces for EOP students we suggest you complete your application by March 1. To be eligible to participate in the program, you should:
- Belong to a household that meets state income guidelines.
- Possess a high school diploma or a General Equivalency Diploma (GED).
- Be a citizen or a permanent resident of the United States and a New York State resident one (1) year prior to enrollment.
- Freshmen are conditionally admitted based upon their successful completion of the summer Binghamton Enrichment Program. Admitted students will receive information regarding the program.

Transfer Students
EOP transfer students are admitted for both the fall and spring semesters. To be eligible, you must have been formerly or be currently enrolled in EOP or a similar program such as HEOP, SEEK or College Discovery. Transfer students are invited to attend a four-day orientation in the summer or a one-day introduction/advising session for the spring.
Application Requirements
Freshmen
Complete the following steps (Printer-friendly checklist):
Step 1: Complete the EOP Eligibility Form.
Step 2: Complete the SUNY Application, which can be submitted online, obtained from your high school guidance office, or downloaded here and mailed.
Step 3: Complete the SUNY Freshmen Supplemental Admission Form (SAF).
Step 4: Send one Letter of Recommendation.
Step 5: Send SAT, ACT, or TOEFL scores to Binghamton University.
Step 6: Complete the EOP Financial Data Form.
Step 7: Complete the Free Application for Federal Student Aid (FAFSA) beginning January 1, 2008 (Binghamton University's FAFSA code is 002836).
Complete the Express Tuition Assistance Program (TAP)application (Binghamton University's TAP code is 0880).
Step 8: Ask for an Official High School Transcript to be sent to Binghamton University.
Step 9: If applicable, send Official GED Scores to Binghamton University.
Step 10: If applicable, ask for an Official College Transcript to be forwarded to Binghamton University

Transfer Students

Step 3: Complete one Letter of Recommendation.
Step 4: Complete the Free Application for Federal Student Aid (FAFSA) beginning January 1, 2008 (Binghamton University's FAFSA code is 002836).
Complete the Express Tuition Assistance Program TAP)application (Binghamton University's TAP code is 0880).
Step 5: Make sure your EOP Transfer Verification Form has been sent over to your previous college as soon as we receive your application
Step 6: Send SAT scores to Binghamton University, if you have less than 24 college credits.
Step 7: Send an Official High School Transcript to Binghamton University, if you have less than 24 college credits.
Step 8: Send an Official College Transcript to Binghamton University. Please note, we may also request Midterm Grades.
Step 9: If applicable, send Official GED Scores to Binghamton University.
